Secrecy News today released a new document showing how the Reagan administration responded to the deployment of Soviet MiG-23 FLOGGER aircraft in Cuba. The plan called for a number action, including a $25 million Defense Department program to deploy tactic aircraft to the Western Caribbean.
Back then, the Reagan administration considered both Cuba and Nicaragua to be threats.
The memo discusses a blockade of Cuba and Nicaragua and a "neutralization Cuban and Nicaraguan offensive military power."
Ronald Reagan signed the Jan. 29, 1982, memo, which once was classified as Top Secret. Point 2 in the memo remains classified.
