A lot of the real police in Havana are from eastern provinces. They often clash with residents of the capital, where some people say police corruption is rising. Drivers are particularly critical of traffic cops and say that extortion is increasingly common.

I didn't witness any of that during my last visit to Cuba, but noticed that new police checkpoints have been built along several highways.
