Monster USAID doc: 4,000-plus pages

Really? 4,000 pages? Forget it...

If you're interested in a little light reading, I pulled together a huge PDF, more than 4,000 pages of USAID policy directives and required procedures on everything from countersurveillance to breastfeeding.
The glossary alone is 314 pages. That shouldn't be surprising, I suppose. The State Department and USAID together are a sprawling bureaucracy with a budget of $51.6 billion, surpassing the gross domestic product of more than 120 nations and territories.
