As part of its market research, WHS is issuing this RFI to determine if there exists an adequate number of qualified contractors. The Government may use the responses to this RFI for information and planning purposes. The draft work statement may vary from the work scope in a final PWS included in any Request for Proposals/Quotes (RFP/Q). A brief description of the performance work statement is below.

This requirement is in support of the Office of Military Commissions (OMC), which is responsible for conducting enemy combatant trials at U.S. Naval Station Guantanamo Bay (GTMO), Cuba. OMC requires Security Advisors, Intelligence Analysts, Security Specialists, Security Officers, and Investigators to assist in the case preparation of Military Commissions convened under the Military Commissions Act of 2009.

The primary intent is to provide technical, analytical, data management, investigative research, and administrative security support of OMC's mission. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items, as non-personal services, necessary to perform research, review, and analyze cases. In addition to Analysts and Investigators, Security Advisors, and Litigation Security Specialists are required for continuous information security monitoring of courtroom sessions and handling of classified and sensitive information. The Security Advisors shall also assist with counterintelligence related matters involving OMC at the direction of the Director, Office of Special Security or the OMC Chief of Staff.

This RFI is only for the purpose of identifying potential sources as part of WHS' market research. No RFP/Q exists; therefore, do not request a copy of the RFP/Q.

Responses to this RFI are not proposals/quotes on which WHS can issue any contracts/task orders. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Proposal/Quotations (RFP/Q). The Government does not intend to award a Schedule order(s) or BPAs based only on responses to this RFI.

All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.

Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. WHS will not pay for information received in response to this RFI.

There is no commitment by the Government to issue an RFP/Q, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI.

Do not submit pricing information in response to this RFI.

Offers should answer the following questions with their submissions:

1. Does the PWS describe the requirement in a clear and unambiguous manner? What, if any, information is necessary to better describe the requirement?

2. Would a firm-fixed-price contract be feasible for the requirement or would a time and materials type be more appropriate?

This Intent to Make a Sole Source Award Notice is being issued by the Washington Headquarters Services Acquisition Directorate (WHS/AD) on behalf of the Office of Military Commissions (OMC). The intended awardee is SRA International, Inc. for six months of support for document review, investigations, intelligence coordination, and courtroom monitoring for OMC cases.
Any interested persons may respond by providing capabilities statements or other company information. This notice of intent is not a request for competitive proposals, however, all information received by 4 November 2015 at 4PM EST will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
